Army Announces New Renewable Energy Projects

WASHINGTON – May 28, 2013. On May 23, 2013, the U.S. Army Engineering & Support Center in Huntsville, Alabama, (USACE-HNC) in close coordination with the Army Energy Initiatives Task Force, released a notice of “Source Sought” for a large scale renewable energy project at Fort Huachuca, Arizona. The Solicitation, number W912DY-13-R-0030, is posted on the Federal Business Opportunities website at www.fbo.gov and closes on June 24, 2013.

The Government is performing market research, prior to issuing a request for proposal, in order to determine which businesses possess the interest and capability to execute the requirements outlined for this project.

The U.S. Army intends to procure electrical power from a Photovoltaic (PV) generation system with a peak capacity of approximately 20 megawatts located at Fort Huachuca. It is the Government’s intent to purchase only the energy that is produced by the PV system, and not to acquire any generation assets.

In the coming months, USACE-HNC will issue a Request for Proposal solicitation for the purpose of selecting, through a competitive selection process, a third party developer to finance, design, build, operate, own and maintain the PV system. The Government will contract with the selected developer to purchase the energy for up to thirty (30) years in accordance with the Title 10 USC 2922a.

All interested companies are encouraged to submit a response to this market research.

On May 9, 2013, the U.S. Army Engineering and Support Center, Huntsville (USACE-HNC), in close coordination with the Army Energy Initiatives Task Force (EITF), released a notice of Sources Sought for a large scale, renewable energy project at Redstone Arsenal, Huntsville, Alabama. The Solicitation, number W912DY-13-R-0051, is posted on the Federal Business Opportunities website at www.fbo.gov.

The Government is performing market research prior to issuing a Request for Proposals (RFP) in order to determine which businesses possess the interest and capability to execute the requirements outlined for this project. The Army intends to procure renewable energy (combined heat and power) from a Renewable Energy Generation System (REGS) at Redstone Arsenal.

The REGS will supply both power and steam (a minimum of 20 megawatts of power and a maximum of 520,000 klbs/year of steam) utilizing an Energy Service Contract. It is the Government’s intent to purchase only the energy and steam that is produced by the REGS, and not to acquire any generation assets.

In the coming months, USACE-HNC will issue an RFP for the purpose of selecting, through a competitive selection process, a third party developer who shall finance, design, build, operate, own and maintain the REGS. The Government will contract with the selected developer to purchase the energy for up to thirty (30) years in accordance with the 10 USC 2922a. All interested companies are encouraged to prepare a response, which closes on June 7, 2013.
